The essentially democratic nature of the New Republic should translate into a permanent disposition for constructive and mutually informative debate among the institutions that ensure the balance of national power and the political representativity of the regime. Parliamentary diplomacy has historical relevance for Brazil since in that area we began our participation in forming a world juridical order. Increased and diversified cooperation with Japan and the recognition of the People's Republic of China, coupled with our desires to strengthen ties of friendship and commerce with India, the members of the Southeast Asian Association of Nations, and other countries in the area, put Asia in an ascendent position on the Brazilian foreign policy horizon.
