ABSTRACT

This chapter explores how the European Union (EU) development policy incorporates women into development. It aims to examine whether development policies have a differentiated impact according to gender and what are the implications of development policies which make assumptions about the structure of society in recipient countries. The chapter looks at approaches to incorporating women into development throughout aid agencies, illustrating how gender policy has followed trends in wider development policy. It analyses the source of policy and implementation, looking at the Commission and member states in order to explain the evolution of the EU's policy to incorporating women into development. The chapter also examines how women have been included in the EU's development policy and the consequences for the success of development projects and for the sustainability of development in general. The main concern is to guarantee women benefits from the development process, not to acknowledge their contribution to development.
