ABSTRACT

The general notion of the Impact Ecology theory and model is to evaluate the compatibility of a local ecosystem and some impact event. A notable feature of our generation is the effort to be or become rational about resource development, allocation, and conservation. With the advent of the modern "environmental movement" in the 1960s and its culmination in the passage of National Environmental Policy Act, environmental concerns emerged on the public agenda as potential and sometimes actual competitors with economic efficiency objectives. While environmental impact assessment has focused mainly on the biophysical properties of natural environments, social impact assessment (SIA) is concentrated on the distinctively human side of human environments. The analytic problem of SIA can be modestly stated as learning to make public decisions that will look good, after the evaluative criteria by which they are judged have changed.
