ABSTRACT

In the fall of 1985, the Non-proliferation Treaty will be reviewed by its signatories for the third time. In this review, there will be both an opportunity to move the treaty and its surrounding regime forward and a threat that little action will be taken. Several other countries have meanwhile apparently developed nuclear capabilities, or moved very far in that direction. India has tested a "peaceful nuclear device," for all intents and purposes equivalent to the first test of a weapon. India developed its capabilities from an extensive nuclear program in which nuclear power was the avowed objective, but within which a sector was kept unsafeguarded, and for which the Indians never made the claim that they would absolutely not develop an explosive. The US and other non-proliferation proponents have attempted to create an international network of agreements and institutions to internationalize the nuclear fuel cycle and to limit proliferation.
