ABSTRACT

In his great Atoms for Peace address to the United Nations, Dwight D. Eisenhower electrified the world with his call to all nations to join together to halt the buildup of nuclear armaments and put the atom to work for human betterment. With a strengthened International Atomic Energy Agency (IAEA) playing a central role in the administration of the program, the fuels could then be made available on concessionary terms for power generation in energy-hungry developing nations. Program participants could be required to accept safeguards that were more stringent than those prevailing in IAEA-Nonproliferation Treaty system. The course of peace would be furthered by the very strict safeguards fuel users could be required to accept in partial compensation for the attractive terms on which they would be given use of the fuels. There would be an additional peace bonus: an effective public impetus toward agreement for arms reduction.
