ABSTRACT

Technology contributes significantly to the strength of the Atlantic alliance. Having enabled the Western world to offset qualitatively the quantitative superiority of the Soviet Bloc, technology has also served as an indispensible catalyst for economic growth. As technology progressed in the early 1980s, the relationship between technology and economic and strategic principles was called into question. In the United States, high technology has become the catch-all solution-the new frontier toward which America must move. The benefits of high technology include a revitalization of the US economy, undergoing a fundamental restructuring in which the service industry is growing faster than traditional industrial manufacturing. Concerning the impact of high technology on the strategic sphere, Europeans believe the shift toward the defensive posture which the Strategic Defense Initiative would induce is a risky gamble. A desire for European independence vis-a-vis the United States is manifested in Eureka.
