It could be predicted that with the Gulf War over the Middle East peace process would resume. However, what was not predictable was whether the US would go on promoting the peace process in the same way as it had before, or would adopt new ways. Baker had clearly reached the conclusion that there was a new mood among a group of Arab countries, otherwise he would not have acted as vigorously and relentlessly as he did. Saudi Arabia seemed to have reached the conclusion that the Arab-Israeli conflict had to be resolved. The Saudis felt that the ME must be pacified in order to ensure stability in the region, and thus enhance Saudi Arabia’s chances of survival. The Palestinians accepted the American proposals, at least formally, and seemed willing to cooperate.
