ABSTRACT

This chapter seeks to explain why transformation must take place; that is, through involuntary restructuring in that the Nkomati Accord has brought about new elements in the strategic balance in Southern Africa between the forces of liberation and the apartheid regime. It reviews of the country's major foreign policy preoccupations since independence in 1961. The chapter discusses the economic crisis that has engulfed the Front Line States and the impact of the problems on present political developments in Southern Africa. It looks at the implications of South African strategy for Tanzania. Since 196s, Tanzania's support for Southern African liberation struggles has been a continuing theme in its foreign policy. The Non-Aggression Pact has introduced challenges to Tanzania's foreign policy. The chapter concludes by identifying policy options that are open to Tanzania given that the country must adapt to the changing political environment in the region.
