ABSTRACT

This chapter examines international cooperation for tension reduction and arms control on the Korean Peninsula by doing three things. They are summarizing the current international context, including trends in international cooperation affecting regional issues relevant to the situation on the Korean Peninsula. They also include: delineating the international and domestic interests of the major powers associated with tension reduction, arms control, and unification questions, and the parameters of their flexibilities and noting where interests converge and evaluating possible avenues for confidence-building measures, including international proposals currently under consideration. One essential of the president's special declaration was that peaceful unification of the Korean Peninsula was predicated on drawing North Korea into the international society. Important from Moscow's point of view, is that a united Korea is likely to maintain relations with the Soviet Union at least as good as those with Korea's immediate neighbors.
