ABSTRACT

In February 1991 President Bush released the U.S. National Energy Strategy. The Strategy is a comprehensive set of more than one hundred policy actions that would, if enacted, lay the foundation for a more efficient, less vulnerable and environmentally sustainable energy future. These actions would diversify the U.S. energy supply, offer greater energy flexibility and stimulate energy efficiency. These gains would result from increased competition, expanded technology and fuel choices, expansion of R&D and support for U.S. international energy leadership. The Strategy is the product of 18 months of sophisticated and comprehensive analysis using a wide variety of tools and methods. This paper sets out the integrated analysis of Strategy actions, the Strategy integrating energy model, analysis results and energy policy insights.
