ABSTRACT
The people are much less afraid of outside military aggression. They have become concerned about internal conflicts or ethnic problems that escalate to violent confrontation — the situation in Yugoslavia offers a good example in this respect. The sound environmental policies are thus an integral part of security policy. They are part of the overall quality of life, of the general well-being of a society. Modern economies are basically about the fact that they produce more with less, that they achieve higher productivity and higher output by using always less resources, with less physical labor, by using all options of recycling, and the like. Environmental and development policies, therefore, have to go hand in hand. It is a good indicator for the international awareness of this link that the World Bank, for instance, demands an environmental impact statement for every major investment.
