ABSTRACT

Unity of effort, a concept which derives from the principle of war, unity of command, is the effective coordination of means to achieve ends. Unity of effort is an absolutely critical concept for achieving strategic success in the "brave new world" of "gray area" phenomena born in the wake of the Cold War. The gray area threats of the post Cold War era fall into three major categories. First, are the vestigial Cold War communist insurgencies and related evils. Second, is the rise of ethnic and religious nationalism and the ensuing conflicts. Third, are the "drug wars" in the source, transshipment, and consuming countries. If Salvadoran unity of effort reached an adequate degree of congruence by 1981 and that congruence accorded with the US national governmental unity of effort then there was a reasonable prospect for strategic success. The chapter shows that essential to achieving strategic success is the efficacious development of the "way" unity of effort.
