ABSTRACT

This chapter shows how provisions regarding greenhouse gas inventories, national policies and measures, and scientific cooperation could complement each other to enhance the effective implementation of the Framework Convention on Climate Change. The mechanisms for developing and reviewing the required information will be important to the overall success of the Convention. The Intergovernmental Panel on Climate Change has carried out a number of training workshops for participants from developing countries, and is developing simple software to help countries to prepare their inventories. The ‘verification’ by the Organization for Economic Cooperation and Development Secretariat of preliminary inventories has led to queries, and sometimes technical assistance, which have improved national estimates in a number of cases. Compliance would be measured in future years by comparing each country’s greenhouse gas inventory against its adjusted commitment. Calibration of measurements is critical to obtaining results which are consistent internationally and over time.
