ABSTRACT

Disarmament is a political process which, if it is to succeed, must be strongly supported by the entire population and backed up by a firm political will. Irrespective of when global disarmament might begin, it is important to start planning defence-industry conversion as soon as possible. The reports further provide examples of how, in the event of future international disarmament, the resources could be reallocated for other purposes, within Sweden as well as in development cooperation with developing countries. Also they explain why preparations for a conversion must start well in advance of a disarmament process. If governments present at the international disarmament negotiation table were prepared to plan for the solution of the problems through planning the conversion process, it would indeed add considerably to the credibility of their desire to achieve results in the negotiations. A number of other measures ought to be taken in order to plan for and facilitate a conversion from military to civilian production.
