ABSTRACT

In 1987, peacekeeping forces were proposed for the Gulf and for Fiji, contemplated for Afghanistan, and mounted in Sri Lanka. The last was a one-nation peacekeeping force of the regional hegemon India. Another country for which an international force has long been mooted is Namibia. International organisation is an important means for arranging the functioning of the state-based international system more satisfactorily than had proved to be the case in conditions of international anarchy. The international organisations of the twentieth century have been the League of Nations after the First World War and the United Nations Organisation after the Second World War. The Hague Conferences of 1899 and 1907 signalled the broadening of international relations in participation and agenda. The League was killed by the Second World War; its legacy of international organisation lives on in the United Nations. International peacekeeping as a conflict management technique is of relatively development.
