ABSTRACT

The need for effective international procedures and mechanisms, which would make for the rational use of the world’s resources as an asset belonging to all humanity, is becoming increasingly apparent. The principles of new political thinking whose implementation in international relations is vigourously favoured by the Soviet Union are based not on some temporary or time-serving considerations but on a profound philosophical foundation. Transition to new political thinking—the imperative of nuclear age—is important for a correct analysis of the problems of international conflicts. There was also expressed the idea of creating a mechanism for broad international monitoring of the implementation of agreements aimed at alleviating international tensions, limiting armaments and controlling the military situation in conflict regions. The USSR called for an international conference in 1988 to coordinate scientific research and cooperation in environmental protection, and also underlined its readiness to discuss any counter-proposals and ideas.
