ABSTRACT
Gorbachev’s reform plans begin gradually to emerge. Immediately after his accession to power in March, 1985 he called for radical changes in Soviet society, though during the first two years the reforms were largely limited to the continuation of disciplinary measures started already under Andropov. As a basic element of the economy, the enterprise will independently elaborate its annual and five-year plans on the basis of control indicators, long-term economic normatives, government contracts and limits. Planning will be the main instrument for the realization of the economic policy of the Party. However, the system of state planning will be changed. Starting point will be a draft concept for economic and social development for the period of fifteen years. This concept will then serve as a basis for the elaboration of directions for economic and social development (also for fifteen years) with further specifications for the first five-year plan.
