ABSTRACT

The April Plenum of the party Central Committee initiated a new stage of social development aimed at the qualitative renewal of Soviet society and at restructuring. On starting this essentially revolutionary work on an unprecedented scale, far from everyone involved in it was aware of the difficulties awaiting us on the chosen path. Conservative opposition to restructuring is composed of the weight of custom and habitual thinking and action derived from the past and the belligerent, selfish interests of those accustomed to living at others' expense and reluctant to kick this habit. The best teacher of restructuring is life, and life is dialectical. The debate itself and its nature and thrust attest to the democratization of our society. The launching of democratization, the rejection of edict and command-based methods of leadership and management, the expansion of glasnost and the lifting of all manner of prohibitions and restrictions have generated apprehension.
