ABSTRACT

The administration differentiated the ranks of civil servants with respect to pay and authority. The administration thought of them as "one small group," yet it tried to mobilize them as the elite to counter a growing Egyptian interference in the Sudan on the platform of "Sudan for the Sudanese." In 1969, the new regime of Colonel Nimeiry emphasized the role of the military in administration and development. For most of its history the relation between central governments in Khartoum and provincial administrations was centralized, with little regional participation in decision making. The Provincial Administration Act of 1960 determined the composition of province administration, government representation, and the province council. In the relation between government agencies and the provincial administration, the latter supervises all local units of government agencies, with the exception of Central Agencies. During Condominium times, the top ranks of the administration were occupied by British officials with Egyptians on secondary levels.
