ABSTRACT

The main objective of the United States is to bring about liberalization of trade in services and, to that end, to secure international acceptance of the principle that trade is services, like trade in goods, should be liberalized. Government measures affecting service industries should operate in a clear and predictable manner and information on such measures should be readily accessible and made known to all interested parties on an equal basis. In general, signatories to the framework agreement should extend the benefits of agreement unconditionally to all signatories. These benefits need not be extended to non-signatories, but there could be flexibility for signatories to make exceptions, within limits, to the coverage of the agreement. Foreign service providers should receive treatment no less favourable in like circumstances than that accorded to domestic service providers with respect to government measures affecting the service sector in question.
