ABSTRACT

The Soviets themselves have always stressed that their military planning is not ageless and is subject to constant review and revision. In addition to perpetual fine-tuning of Soviet military doctrine, it, from time to time, has undergone a more fundamental transformation, referred to by the Soviet writers as a “revolution in military affairs.” Given the importance of doctrinal prescriptions, for Moscow to deliberately misleading information to the Soviet elites, just in order to trick the West, would be quite out of character. Even a cursory examination of the ongoing Soviet doctrinal debates reveals the seriousness and even passion displayed by numerous Soviet participants. The Soviet military leaders also acknowledge that major defense cuts can be implemented without jeopardizing Soviet security, provided the quality of remaining forces is improved and suitable doctrinal, operational, and technological adjustments are made. Many specific issues remain unresolved, and there are a number of conflicting and contradictory trends in Soviet doctrinal developments.
