ABSTRACT

Host large universities regard management-development programs as part of their continuing education. Many companies have their own internal management-development programs. The vast majority of these management-development programs are modeled after traditional educational programs in the sciences, with the program consisting of lectures and discussions, the lectures being selected from such relevant disciplines as economics, psychology, sociology, management science, marketing, and finance. By making employees parts of the “management team” in policy discussions and formulation, the people-policies seminars afford the employees the feeling that they are a genuine part of policy development, as indeed they are. The People and Policies Seminar approach is not suggested as a methodology to replace any of the management-development methods presently being used. By sponsoring and nurturing US Fish and Wildlife seminars and papers, in addition to many other methods of staff development, the US Fish and Wildlife Service has made a significant contribution to public administration and has provided an additional methodology for management development.
