ABSTRACT
This paper explores the relationship between development and politically generated migration from Central America. In this paper, "politically generated migration" refers to the movements of refugees (that is, people having a well-founded fear of persecution) as well as persons leaving their home countries because of civil war, civil strife or repression. The paper focuses on policy issues arising from the movements of Central Americans, but it draws on examples from other regions of the world as well.
