ABSTRACT

Japan faces a restructuring of its agricultural sector in the next decade. To some extent, the changes that take place will be the result of policy changes that have already been initiated, such as the liberalization of beef and citrus imports. But to a much larger extent, this restructuring will be the culmination of powerful demographic and economic forces that have been under way in all the major developed countries over the past three decades. Although these changes are inevitable, the shape of the agricultural sector will depend on the future Japanese policy response.
