ABSTRACT

This chapter deals with the possible implementation and effectiveness of land use controls around nuclear power stations. It examines the causes of change in land use around the 49 operational nuclear station sites. The chapter discusses the question of authority to regulate land use. Although the Nuclear Regulatory Commission has stepped up its interest in land use as it relates to population growth and hazardous activities, land use control and regulation has historically been under the authority of local and state government, and federal intrusion into the domain is usually unwelcome. The chapter presents an overview of land use controls in analogous situations and considers examples of attempts to control population growth through land use control techniques around nuclear and non-nuclear hazardous facilities. It explores the potential of a number of local and state land use control mechanisms to limit changes in population density and land use around nuclear power facilities.
