ABSTRACT

The existing stage of administrative systems development and its implementation can influence how rapidly revolutionary changes can be made. Technical and management issues interact to influence: how and when new technology should be employed, system integration versus specialization, and the appropriate approach to planning administrative systems. Most approaches to the development of administrative systems resulted in the design of a system to support each functional requirement, that is, payroll, personnel, admissions, student records, financial aid billing, faculty workload analysis, space utilization analysis, receivables, and payables. The advantages of this approach include: elimination of organizational problems and avoidance of some issues associated with privacy, security, and data base ownership. The separate system approach is promoted by organizational units and vendors who minimize the importance of technical support requirements. System integration can be realized where the functional requirements of each organizational unit are defined and a system is designed that results in standard data element definitions.
