ABSTRACT

The intent of counterpart contracts is that adult learning should occur, regardless of the political and economic motives that brought about the contract. The chapter discusses the term "counterpart relationship" implies both the traditional functions of 'expert-advisor' and 'recipient-learner' or 'counterpart'. The counterpart relationship refers to the human interaction of these two categories of people. Both parties are part of an organizational and cultural context within which they work, learn and interact. The chapter explains selected terminologies and principles relevant to teaching and learning, as these relate to the counterpart relationship in the New International Order. The counterpart realtionship was characterized by a teacher-pupil relationship, posing such dichotomies as expert/non-expert, knowledgeable/unknowledgeable, superior/inferior and so on. The inadequacies of any one of these can lead to frustrations, and hence interfere with learning within the counterpart relationship. The counterpart relationship is characterized by political, ethical and educational relationships.
