ABSTRACT
The basic objective of the emerging trade union of the poor nations is to negotiate a new deal with the rich nations through the instrument of collective bargaining. The essence of the new deal lies in the objective of the developing countries to obtain greater equality of opportunity and to secure the right to sit as equals around the bargaining tables of the world. The demand for a New International Economic Order should be regarded as a movement—as part of a historical process to be achieved over time rather than in any single negotiation. Whatever deals are eventually negotiated must balance the interests of both the rich and the poor nations. The rich nations have to carefully weigh the costs of disruption against the costs of accommodation and to consider the fact that any conceivable cost of a new deal would amount to a very small proportion of their future growth in an orderly, cooperative framework.
