ABSTRACT

This chapter examines the pressure applied by the United States (US) government in developing a long-term military assistance program (MAP) with India. Relations between the US and India did appear to be good and prospects for a five-year MAP agreement were favorable, but the agreement never materialized. The Indian government wanted to build its own ordnance factory at Ambjhair. The US proposals were certainly a form of pressure; US officials expected specific actions by India in return for the aid. The US government hoped to facilitate a Kashmir settlement. The United States wanted India to agree to some degree of autonomy for Kashmir, probably under the leadership of Sheikh Abdullah. The US government reasoned that India ultimately would be forced either to develop its own nuclear deterrent or to go under the nuclear umbrella of the United States or the Soviet Union.
