ABSTRACT

A high level nuclear waste repository, which will be owned and operated by the Federal Government on Federally-owned land, will not be liable for standard property taxes. A major consideration in designing an impact assistance plan is to determine how it is to be administered. The Kitsap County area organized several local groups to deal with project impacts; the Secretary of Defense was required to consult with heads of related departments or agencies to determine funding levels. The chapter explores a framework for an impact management plan for a high level nuclear waste repository. The approach has examined past experiences in impact mitigation to draw insight into possible problems in repository development. The chapter explains the methods for development of an impact management plan including assessment, management, and monitoring. It provides several of the repository's unique features which may pose problems in mitigation planning have been elaborated.
