ABSTRACT

Program Evaluation and Review Technique (PERT) is a computerized system for scheduling and controlling large-scale projects, especially those involving research and development activities. There are three points to demonstrate about PERT in terms of its role in the Polaris Program. First, PERT had nothing directly to do with the technical success of the Polaris Program. Second, the myth of its efficacy was extremely important to the Special Projects Office and was cultivated by that Office. Third, the widespread diffusion of the PERT system tells us much about the uncertainties of management in both private and public organizations, uncertainties that aid the rapid diffusion of near useless management technologies. The myth of PERT's prowess, however, was extremely valuable to the Special Projects Office. The technical managers within the Special Projects Office soon recognized the true value of PERT. Formal resistance to its implementation faded when it was realized that what the Admiral wanted was the facade, not the substance of adoption.
