ABSTRACT
This chapter analyzes paradoxical situation, especially in regard to present times and with a view toward the possibility of outlining some solutions which, bringing normal practice into line with social reality, may encourage the peaceful solution of conflicts among Latin American states and forestall the crises that unavoidably lead to the use of force. It provides an idea of practice, that is, the way in which the norms detailed, looks into the possible causes for this non-compliance and outlines feasible solutions and discuss practical means of implementing them. Juridical norms related to the peaceful settlement of conflicts among Latin American states can be classified as general and special norms, depending on whether they focus on any conflict or on one specific conflict category. The law of the international community is a juridical order that is applied to a human group that is going through a period of profound crisis and transformation.
