ABSTRACT

This chapter discusses the perspective of the Edison Electric Institute concerning visibility protection in Class I federal areas. In the visibility context, a population segment living near Class I federal areas may strike one balance between visibility levels and energy costs while the nation as a whole may strike another. The chapter seeks to protect only visibility in the mandatory Class I federal areas. It provides the consideration of all relevant factors in deciding how to retrofit isolated point sources or in formulating long-term strategies, there are no reliable, generic techniques for relating source emissions to the human perception of visibility impairments. Contrary to the scheme contemplated by the Act's prevention of significant deterioration (PSD) program, the environmental protection agency regulations expose sources licensed and constructed under the PSD program to the threat of additional federal requirements for visibility protection once they begin operation.
