ABSTRACT

Radio Free Europe and Radio Liberty are unique organizations. The Radios depend heavily on information from travelers from the East, and from exiles. In fact, many of their employees are exiles from eastern Europe, some of whom have become US citizens. The degree of independence of the Radios from the Board of International Broadcasting in programming and operations was a key issue from the start. The General Accounting Office (GAO) recommended that the Board for International Broadcasting report to the Congress on the Radios' study and on its own recommendations on the matter. The GAO report provided a comprehensive statement on the matters it explored, reviewed the progress that had been made since its earlier report and that of the Eisenhower Commission, and analyzed the current situation and remaining problems. In the area of personnel compensation and benefits, the findings of the GAO were implemented on a gradual basis.
