ABSTRACT

An adjustment is any adaptation intended to preclude, decrease or cope with anticipated or actual losses from a geophysical hazard. Drought accounts for more than half of all indemnities paid by the Federal Crop Insurance Corporation. Urban drought may be seen most readily when there are significant but unscheduled modifications in water management practices in an urban area. Urban drought would have very little significance if system capacity always was in excess of peak demand. The concept is an intriguing one when considering long term strategies for coping with the drought hazard. Droughts intervene in the long-term adjustment between supply and demand. Most of those adjustments could and should be instituted prior to any particular drought period. Most of the adjustments to be effective must be adopted prior to the onset of a drought period.
