Strangely enough, what concerns the author most about Rowen's text is its excellence. He has written a very well organized expose of basic US viewpoints, concerns, and proposals regarding nuclear non-proliferation. It should be well received within the United States, and that is exactly what makes me uneasy: his analysis will not enjoy universal acceptance outside the United States. The abundance of uranium is one of the central themes of the latest US nonproliferation proposal. Rowen, to be sure, was not among the promoters of a plutonium economy, but the abrupt manner in which US nuclear policy shifted from the stand taken by his opponents to the position he advocates was very disquieting.
