ABSTRACT
Each chapter in this book stands on its own. It would be superfluous to repeat conclusions already stated, even those of direct practical consequence. Earlier chapters also make clear the conclusions we were able to reach on our initial questions and hypotheses. There are, however, some further conclusions about perceptions, technology and future policy which incorporate and build on some of those already presented by the contributors, and which will be outlined in this final chapter.
