ABSTRACT

The scale of modern macro-engineering endeavors and the “external” costs associated with them have led to substantial government involvement, even in free enterprise societies. There is an urgent need to develop engineer-managers who can relate technology to the deeper values of modern society. The combination of engineering and organizational technology was a characteristic of early civilizations. For the engineering industry, the proliferation of gigantic projects has posed grave problems of recruitment, training and management. Industry appears to have jumped several steps ahead of academe: “engineer-management” has already become big business and is rapidly acquiring the status of a profession. The Harvard Graduate School of Business Administration has sponsored a series of thoughtful papers by Professor Mel Horwitch and others on the dilemmas of “Large-Scale, Public-Private, Technological Enterprises”. The chapter also presents an overview of the key concepts discussed in this book.
