ABSTRACT

This chapter discusses some of the main institutional innovations in the Brazilian innovation ecosystem in the past two decades. Specifically, it assesses the extent to which these new institutional arrangements have been able to tackle challenges such as intergovernmental coordination, improving public/private relations, and supporting university/business collaboration. It also discusses the growing engagement of business and industry leaders in debates about innovation policy, particularly through Mobilização Empresarial pela Inovação (Business Mobilization for Innovation). The chapter shows that while Brazil has demonstrated great institutional creativity, the lack of clearly articulated strategic goals has hampered the successful implementation of initiatives designed to improve its innovation ecosystem.
