ABSTRACT

This chapter explores the political economy of the East African Community (EAC). It examines, among other factors, the key drivers and constraints that shape the EAC’s budget and agenda in the peace and security sector. The chapter finds that the EAC is one of the most advanced regional organisations in Africa in terms of its progress in establishing an economic community with common transportation and educational policies. However, due to its equal partnership principle, translated as equal financial contributions from all member states, the organisation suffers serious funding problems as the poorer member countries are unable to pay and the richer ones cannot give more. Consequently, the organisation is highly dependent on external partners to finance its programmes. Without external support, its peace and security sector would collapse.
