Local Authorities have been assisted by a discretionary grant since 1967, through Section 11 of the Local Government Act 1966. This grant covers 75 percent of staffing costs. Again in 1986, further guidelines on the administration of Section 11 grant were circulated to local authorities in Circular 72/1986. Although the new guidelines were more effective, there was some reluctance amongst local authorities to account in the required specific detail for Section 11 grant expenditure. In effect the new and progressively tighter monitoring procedures led to more clearly identifiable Section 11 post holders and Section 11 work. Education Departments learned in the letter of 18 December that all successful education projects were to be subjected to an immediate scaling down of 15 per cent. Many authorities had submitted project bids based accurately on the researched needs of Section 11 qualifying communities.
