ABSTRACT
India has been much influenced by the political thought of Europe. Yet is not Europe—the Europe of 1939—the most politically backward of all the five Continents—with the possible exception of Africa? Are not the two distinctly political values—the two standing criteria of political well-being—Justice and Liberty, being trodden underfoot over large parts of Europe to-day? And is not the contempt in which they are held by the rulers of many European States, both great and small, in part—indeed, in large part—a reflection of the theories and the teaching of European political thinkers? Does not this suggest that India should look with a critical eye upon the political ideas which are wafted to her by the West wind blowing from the European peninsula?
