ABSTRACT

The global threats mainly, resource depletion, environmental degradation and climate change, require global partnership. This global partnership has become a central issue for world peace. The principle of sustainable development is the central model for global environmental and development policy. It involves ‘development that meets the needs of the present without compromising the ability of future generations to meet their own needs’. Technical progress and its impact is gaining increasingly a global dimension, but unfortunately this is not to everyone’s advantage. There is a growing suspicion that the advantages of this progress are being used in the North, and the burdens and risks are being passed on to other regions and future generations. Ecological subsidization, like any other form of economic subsidization, has various negative consequences. False prices give not only false signals for individual behaviour, but also false signals for research and technology development.
