ABSTRACT

Sustainable Development Goal (SDG) 5 commits to achieving gender equality and empowering women and girls around the world. To evaluate progress towards SDG 5, we need direct, comparable metrics for measuring empowerment. The Women's Empowerment in Agriculture Index (WEAI) is a survey-based index for measuring the empowerment, agency, and inclusion of women in the agriculture sector. Over time, the WEAI has evolved into a family of comparable indicators that have been widely used to track, diagnose, and monitor empowerment. This chapter describes the theoretical foundations of empowerment underlying the WEAI; the development of the WEAI; the evolution of the WEAI to serve different purposes; other specialized measures of empowerment in specific areas of agriculture; and how the WEAI has been utilized to better understand empowerment in various settings.
