ABSTRACT

In October 2017, the report of the 19th Communist Party of China (CPC) National Congress clearly stated that China will “promote the building of new-type international relations featuring mutual respect, fairness and justice, and win–win cooperation”. The contrast of China’s leading comprehensive national power and US and other Western countries’ declining willingness to shoulder international responsibilities raises global concern about the future trend of the international order. Since the 1990s, the development of Sino-Russian relations has once again demonstrated that, under the dramatic evolution of the international situation, a mature and stable new-type relationship can also be established between two hostile big powers. Major-country diplomacy with Chinese characteristics is one of the eight components of the socialist ideologies with Chinese characteristics in the new era proposed in the 19th National Congress of the CPC.
