ABSTRACT

In the context of the wave of anti-globalisation and trade protectionism, the Regional Comprehensive Economic Partnership (RCEP), which aims to establish a free trade zone and promote regional economic integration, has become a focus. As of February 2018, the RCEP Summit had issued two statements, held several ministerial meetings and conducted 21 rounds of negotiations. In terms of service trade, RCEP requires a substantial non-restriction and non-discrimination policy just like the General Agreement on Trade and Service of World trade organisation. Anti-globalisation and trade protectionism, together with the Comprehensive and Progress Trans-Pacific Partnership bring increasing uncertainties to the RCEP negotiations. Although substantial breakthroughs have been achieved and some problems have entered sprinting stages after 21 rounds of negotiations, there are more sensitive and difficult issues to be solved. The RCEP negotiations will test the political will and wisdom of all parties.
