ABSTRACT

Overseas business cooperation zones are industrial parks established, under the guidance of governments of China and corresponding countries, by Chinese enterprises in these countries with the enterprises’ investment or by both Chinese and host countries’ enterprises as industrial parks with comprehensive infrastructure, identified leading industries and sound public service functions. With the proposal of the Belt and Road Initiative, a group of landmark cooperation projects was carried out, constantly pressing ahead with real outcomes in the Belt and Road Initiative. Covering areas such as infrastructural building, industrial cooperation, economic cooperation and people-to-people exchanges, they have become important carriers to drive the Belt and Road Initiative and international capacity cooperation. Overseas business cooperation zones can be categorised into types of processing manufacturing, resource utilisation, agricultural industry, business and logistics and research and development, with obvious gravitational effects. The China–Belarus Industrial Park is located in the Minsk Region of Belarus, the Eurasian hub of the “Silk Road Economic Belt”.
