ABSTRACT

The scientific basis for addressing climate change comes mainly from the multi-volume climate change assessment report issued by the Intergovernmental Panel on Climate Change, an international organisation that assesses climate change established in 1988. In comparison with other global environmental issues, climate change is complex and unique. Climate mitigation is through either reducing future greenhouse gas (GHG) emissions or increasing GHG absorption to lower emissions of GHG to the atmosphere, therefore curb the tendency for global warming. The climate agenda is increasingly integrated with the agenda for development, growth, trade and investment and finance. The 45th UN General Assembly held in 1990 officially initiated the progress to tackle climate change in the international community. Investment in sustainable infrastructure will be a key to realising sustainable development goals and economic growth as well as climate targets under the convention. The transnational city network is a classical model where cities participate in climate management.
