ABSTRACT

The Trade Facilitation Agreement is the package agreements on goods trade reached through a multilateral trade negotiation of World Trade Organisation (WTO), which is included in WTO rules among WTO legal systems after it becomes effective. In July 2004, the Doha Work Programme was passed by the WTO General Council, and a negotiation was started on the basis of its Appendix D “Negotiation mode of trade facilitation”. The validation and implementation of this agreement plays a significant and boosting role in unimpeded trade under the Belt and Road framework. Unimpeded trade is one of the key cooperation fields of the Belt and Road Initiative, and an investment and trade cooperation is the key content of the Belt and Road construction. As unimpeded trade is one of the core contents of “Vision and action on jointly boosting the Belt and Road construction”, the validation of this agreement will strongly boost the smooth implementation of the Belt and Road Initiative.
