ABSTRACT

The National Operations Council (Majlis Gerakan Negara) at its meeting held on 30 September 1970, directed that a Committee be set up to examine the possibility of establishing an urban development agency for Kuala Lumpur. The Committee studied in great detail the historical factors and trends that had contributed and led to the rapid growth and urbanisation of Kuala Lumpur and the problems arising therefrom. The Committee in its report that was completed in January 1971 recommended that an Urban Development Authority (UDA) be established. The principal goal of UDA is to translate into action programmes the Government’s policy to restructure society through urban development. The action programmes of UDA were basically designed to provide business premises and other facilities for bumiputera participation in business, in the urban areas particularly in Kuala Lumpur. Since early 1979 several studies have been undertaken in order to get the right picture and perspective and ascertain UDA’s position at the time.
